There has been A LOT of discussion whether the schools students are applying to really are test optional and also if students will be penalized for NOT submitting test scores to a "test optional" school. Here is a list of over 400 universities that have signed a document to put seniors at ease by declaring that they will NOT penalize students for NOT submitting a score.

Many of you are applying to schools on this list.  We feel understanding the policies of these schools that are being transparent about NOT considering test scores in an application will allow us to make an informed decision as to whether you need to continue making efforts towards testing.
